Commentary on the Purpose, Structure and Functions of a European Institute of Technology

In this paper LERU offers advice and expertise about the objectives, structure and processes of an European Institute of Technology (EIT) that are most likely to deliver utility, while emphasising two issues that should form vital context for any EIT proposal: member states’ policies and Europe’s innovation system. LERU stresses that the EIT would only be a part of an increasingly congested and complex European Research and Higher Education area and urges for a fundamental review is needed of both, including the structure, purpose and effectiveness of the Framework Programmes.
