LERU's views on the EP proposals for Horizon 2020 - EIT Regulation and SIA

LERU responds to the amendments to the European Institute of Innovation and Technology (EIT) Regulation proposed by the Member of the European Parliament Philippe Lamberts and to the suggested amendments to the EIT Strategic Innovation Agenda (SIA). With regard to Lamberts´ amendments, LERU rejects – amongst others proposals - the possibility of an increase in red tape, the yearly competition for EIT funding by the KICs and the increased number of requirements and categories of participants. LERU also voices its concern with regard to the proposed amendments to the EIT Strategic Innovation Agenda (SIA). LERU thinks it is inappropriate for the EIT to become a Knowledge and Innovation Community (KIC) partner after 7+7 years and believes that the proposal to move the EIT from Budapest to Strasbourg should be discarded. LERU underlines that the Intellectual Property Rights reside with the participants (not with the individual researchers, the EIT or the KICs) and that the KICs would benefit from a longer time horizon and greater capacity for strategic planning. If the EIT was to receive less funding than proposed by the European Commission, this should be linked to a removal of the mid-term evaluation, LERU suggests.
