Through this policy brief, LERU responds to the proposed draft amendments to the Rules of Participation of Horizon 2020. LERU strongly supports e.g. the reimbursement rate as proposed by the European Commission (EC) and is in favour of the proposal for a flat rate to cover management costs. However, LERU is critical of some points and warns the EC e.g. against limiting the idea of reducing the time to grant as much as possible too strictly.
